The State Department collaborated with World Vision to distribute around $2 billion in global health aid. World Vision's Gaza affiliate faced scrutiny after its operations manager was convicted of funneling $50 million to Hamas in 2022.
2. HHS and Terror-Linked Organizations
HHS awarded nearly $80 million to 14 organizations connected to terrorism and extremism, including grants to the Council on American-Islamic Relations (CAIR) and others accused of having links to terrorist activities.
CAIR’s California chapter received $42.2 million aimed at assisting Afghan refugees, despite its controversial history involving terrorist affiliations.

Other organizations funded include the Islamic Circle of North America's relief wing, which received $10.6 million, and the Muslim American Society, which received $90,000, despite its connections to the Muslim Brotherhood.
A mosque linked to housing two 9/11 hijackers also received $340,000 for promoting COVID-19 vaccinations.
