Inside the Taxpayer-Backed Network Paying Rent for Refugees

 The Refugee Housing Solutions project, which connects landlords with refugees, continued its operations despite a suspension of funding from the State Department under the Trump administration. It remains supported by the Department of Health and Human Services.

Grant Suspension: The State Department suspended its grant for the Refugee Housing Solutions project on January 24, 2025. However, the project continued due to funding from another federal agency, the Department of Health and Human Services.

Project Overview: Run by Church World Service, Refugee Housing Solutions recruits landlords to provide housing for refugees. It uses ReHome, a platform that matches refugees to rental properties.

Financial Support: Landlords can receive significant financial guarantees, ensuring payments are made even if refugees struggle to pay rent. The federal funding structure allows the project to continue despite suspensions.

Recruitment Efforts: A six-month pilot program successfully recruited 15 landlords, offering over 1,000 rental units. The demand is met by addressing landlords' financial concerns, which encourages their participation.

Incentives for Landlords: A survey was conducted to research further incentives for landlords to join the project, finding that financial support could help meet landlords’ leasing requirements. The partnership continues to thrive even after the funding suspension.

Despite changes in federal funding, the Refugee Housing Solutions project remains operational and effective in facilitating housing for refugees through significant federal support and targeted recruitment strategies.
