Gov Pritzker says housing supply, affordability plan for Illinois might be delayed

The housing supply and affordability plan in Illinois, known as the Building Up Illinois Developments (BUILD) proposal, may face delays as discussions among stakeholders remain unresolved.

Governor J.B. Pritzker introduced the BUILD proposal early this year, aimed at changing zoning laws and regulations to increase housing supply, lower costs, and speed up development.

The plan has been stalled since May, primarily due to disagreements between various stakeholders.

Pritzker indicated that instead of advancing during the fall veto session, it is likely they will postpone discussion until the next legislative session begins in January.

The Illinois Municipal League (IML), representing local governments, proposed an alternative called the Reducing Expenses and Advancing Local (REAL) Housing Act, which focuses on keeping zoning decisions at the local government level and did not participate in initial meetings regarding BUILD.

IML's CEO, Brad Cole, expressed a willingness to collaborate with lawmakers on improving housing access while maintaining local control.

Although the full BUILD proposal has not passed, Pritzker noted that the current budget includes $250 million for state programs aimed at enhancing housing affordability and availability.

If the BUILD proposal is not passed before the session ends, it will need to be reintroduced and undergo the legislative process again in January.

Pritzker emphasized the importance of addressing the significant shortfall of homes needed to meet the housing goals by 2030.

The future of Illinois' housing supply and affordability plan remains uncertain as key stakeholders continue to negotiate and seek solutions to improve housing access and affordability in the state.
