The U.S. is concerned about falling behind China, particularly in innovation, and many politicians suggest increasing industrial policy as a solution. However, a recent report from the Program for International Student Assessment (PISA) highlights a more significant issue: America's failing education system, which cannot be fixed by merely increasing government spending.
PISA evaluates global student learning every three to four years. Since 2018, while many countries' performance declined, Chinese students have improved their math scores by 21 points, while U.S. scores have dropped by 15 points. This has widened the math skills gap to over seven years, with only 8% of U.S. students being top performers compared to 54% in China.
The U.S. education system is not producing enough students skilled in math and engineering. A University of California, San Diego report reveals one in 12 freshmen lacks adequate math skills. Despite the teachers' unions advocating for increased funding, past federal spending during the pandemic did not lead to improved performance. The PISA report emphasizes that higher educational spending does not guarantee better student outcomes, suggesting that current spending might be rewarding failure instead of success.
