CIA Report: Venezuela ‘Could Have’ Used Voting Machines To Rig Elections

A recently declassified CIA report suggests that the Venezuelan government had the capability to manipulate electronic voting systems between 2004 and 2020. The report, revealed on July 16, 2026, discusses potential election fraud involving Venezuelan voting machines, specifically highlighting their use during the 2012 presidential election.

1. Declassification Background: President Donald Trump declassified documents related to election integrity, including a CIA note summarizing intelligence on Venezuela's manipulation of electronic voting systems.

2. Manipulation Capabilities: The report states that Venezuelan officials showed interest and likely developed the ability to manipulate voting systems, including technology from Smartmatic.

3. 2012 Presidential Election Assessment: Although the CIA's analyses maintained that mass electronic fraud did not occur during the 2012 election, they highlighted that large-scale manipulation could theoretically remain undetected.

4. Allegations of Fraud: The document suggests that before the 2012 election, Hugo Chavez’s administration collaborated with Smartmatic to develop tactics for altering voting results. It indicates plans to send modified voting machines to numerous locations to secure Chavez's victory by about 1.5 million votes, a margin close to his actual win.

5. Opposition and Political Context: The note mentions that U. S. intelligence in 2004 uncovered Chavez’s goal to influence U. S. politics. Additionally, reports include claims that Smartmatic executives may have ties to Venezuelan intelligence services.

6. Post-Election Claims and Controversies: Following the 2020 U. S. presidential election, allegations regarding Smartmatic’s integrity led to lawsuits from the company against media outlets for broadcasting claims of voting fraud.

7. Legal Issues Facing Smartmatic: The report notes that Smartmatic has faced legal challenges, including a bribery and money laundering indictment relating to elections in the Philippines.

The CIA's declassified report raises concerns about Venezuela's potential manipulation of its electoral processes, particularly during the 2012 presidential election. Although direct evidence of fraud was not confirmed during that election, the capabilities and intentions described in the report bring forth serious questions about election integrity and foreign influence.
