AI laws overlook environmental damage – here’s what needs to change

There is a growing concern about the environmental harm caused by artificial intelligence (AI) but many existing laws focus on issues like privacy and security rather than the ecological consequences. 1. Laws and Regulations: Over 200 laws have been created worldwide to regulate AI, primarily addressing privacy, bias, and cybersecurity, neglecting environmental impacts.

2. Environmental Consequences: AI is energy-intensive, contributing to greenhouse gas emissions, pollution, and resource depletion, particularly through the production of components like GPUs. This process increases e-waste and involves the extraction of rare earth elements which can harm ecosystems.

3. Energy Consumption: Training AI models, especially large ones like GPT-3, requires vast amounts of energy and freshwater, leading to higher emissions as model sizes increase. The energy used for AI applications often exceeds training energy needs.

4. Current Regulations: The EU's AI Act, effective from August 2024, is the first major AI legislation to consider environmental impacts, requiring disclosure of energy use. However, compliance is not mandatory, and the Act emphasizes human benefits over environmental protection.

5. UK Context: The UK lacks specific AI regulations. A 2023 white paper on AI does not prioritize sustainability, overlooking potential environmental risks related to AI development.

To improve AI's sustainability, transparency in data regarding energy, emissions, and resources used in AI should be mandated. Proposed measures include an AI energy rating system, better regulation of energy use during training, and possible tax incentives for sustainable practices. By integrating environmental criteria into AI laws, the balance between technological growth and ecological health can be achieved.
