Mamdani Proposes Massive Estate Tax Exemption Cut From $7M To $750K, Among Other Tax Increases

 New York City Mayor Zohran Mamdani has proposed major tax changes to address the city's projected $5.4 billion budget deficit for the upcoming fiscal year. This includes cutting the estate tax exemption significantly and raising various tax rates.

1. Estate Tax Changes: The mayor wants to reduce the estate tax exemption from over $7 million to $750,000 and increase the top tax rate from 16% to 50%.

2. Business Taxes: Mamdani plans to raise the corporate tax rate to 10.8% for financial firms and 10.62% for others, potentially generating $1.75 billion annually. He also proposes limiting a tax credit for pass-through entities, which could yield around $700 million.

3. Income Tax Increase: There is an advocacy for increasing the local income tax rate for residents earning over $1 million, estimated to bring in $3 billion each year.

4. Real Estate Taxes: Additional proposals target high-end real estate, suggesting a 1% surcharge on homes over $5 million and taxes on large cash purchases, which could generate $1.2 billion.

5. Sales Tax on Precious Metals: Mamdani supports removing the sales tax exemption on gold bullion, potentially adding $300 million to the city budget.

Despite these proposals, the estate tax changes may not be included in current budget negotiations, as they haven’t been supported by the state legislature or Governor Hochul. Concerns about long-term budget deficits remain, leading to Moody’s negative outlook on the city's credit rating, suggesting possible challenges ahead for New York City's finances.
