‘Out of Africa’—Beijing Slashes Investment Up to 85 Percent

 Over the past decade, China has significantly increased its influence in Africa through major investments in infrastructure, energy projects, and trade. However, a recent decline in Chinese investment, especially in energy lending, indicates a shift in China's strategy and economic priorities.

• Decreased Investment: Chinese development finance for African energy projects has plummeted by approximately 85% since 2015. Overall lending to Africa dropped nearly 46% year over year in 2024.

• Shift in Strategy: Rather than abandoning Africa, China is changing its approach by focusing on commercially viable projects and increasing foreign direct investment from the private sector, moving away from large sovereign loans.

• Economic Pressures in China: China is currently facing significant economic challenges, including a downturn in the property sector, high local government debt, and slowed GDP growth. This has led to tighter capital controls and a reevaluation of overseas investments.

• Continued Trade Relations: Despite the decline in lending, China remains Africa's largest trading partner, with trade volumes remaining strong, reaching nearly $300 billion.

• Emphasis on Stability: The Chinese Communist Party is prioritizing internal financial stability and employment over expansive overseas projects, reflecting a strategic reassessment rather than a complete withdrawal from Africa.

China's significant reduction in certain types of overseas investments signals a shift toward more cautious and risk-averse economic policies as it responds to domestic financial pressures. The focus is now on maintaining stability at home while still engaging in Africa through trade and more sustainable investment strategies.
