How to Prevent a Repeat of Massive Fraud and Abuse

• Pandemic Impact: During the pandemic, weaknesses in the UI system led to payment delays and significant fraud, costing taxpayers between $191 billion and $400 billion in improper payments.

• Administrative Challenges: Insufficient funding for staffing and technology hindered states' ability to manage UI benefits effectively, opening the door to fraud by criminals.

• Reform Suggestions: Affordable reforms can enhance administration efficiency, provide timely and accurate benefits, and reduce taxpayer losses.

• Federal Structure Issues: The current system overburdens employers and underfunds administration, with states not receiving adequate reimbursement for tax revenues collected.

• Federal and State Roles: The Biden administration proposes more federal funds, while Republicans suggest letting states manage their funding and administration more autonomously. States must implement measures to protect federal benefit funds.

• Protection Measures: States should confirm claimant identity, check against relevant databases, and ensure that only eligible individuals receive benefits.

To prevent future fraud and serve unemployed workers better, lawmakers need to prioritize improving the administration of unemployment benefits while ensuring that funds are protected against misuse.
