Chris McGuire, a Senior Fellow at the Council on Foreign Relations focused on China and emerging technologies, explained that China is only months behind the United States in AI because they still gain access to U.S. computing power through smuggling, loopholes, and cloud services. He noted that China cannot manufacture advanced chips at scale and that their total AI compute capacity is only a small fraction of U.S. output, yet they stay competitive because they rely on American hardware. McGuire warned that if the United States wants to maintain its lead, then China must be prevented from making, buying, or renting AI chips from U.S. sources, since any leak in production, sales, or cloud access allows China to leverage America’s most advanced technology. If controls stay in place, the gap widens. If they are reversed, the gap closes and China accelerates its military and economic capabilities at America’s expense. | |
