Senate Democrats rejected this plan, insisting it include health care provisions like extending Obamacare subsidies. Republicans declined to add these policies, leading to the shutdown on October 1, with no progress on a resolution.
Democrats expressed concern over rising health care costs if subsidies are not renewed, while Republicans blamed them for the situation, stating they would not negotiate until funding is no longer linked to health care issues.
