2. Lack of Negotiations: Currently, there are minimal negotiations about a spending deal, which is crucial since any change from existing spending levels requires significant agreement. With only three weeks left, no clear spending plan or agreement exists among GOP members or with Democrats.
3. Political Division: The two parties are reportedly more divided than ever regarding government spending. Trump's push for strict budget cuts creates tension, as his stance conflicts with the expectations of a bipartisan spending agreement.
