In August 2023, Phil O’Halloran, an election integrity investigator, shared a Michigan State Police report about a statewide voter registration fraud investigation in Michigan. The report, which began in October 2020, uncovered that Muskegon City Clerk Ann Meisch received between 8,000 and 10,000 completed voter registration applications. Many of these registrations were false and delivered by a woman employed by GBI Strategies, also known as "Empower Michigan."
Multiple clerks across Michigan received similar boxes of false registrations from "EM" or "Empower Michigan" with a return address in Auburn Hills, MI. MI SOS Jocelyn Benson's analyst, Corey Ames, described a "quantity" of the voter registrations as "clearly fraudulent" and "highly suspicious." However, he did not specify the exact number.
The suspect working for GBI Strategies admitted to turning in about 1,000 fraudulent registrations to the Muskegon clerk. During a search of GBI Strategies' headquarters, the police found burner phones, pre-paid cards, partially completed voter registration forms, and a cache of weapons, including semi-automatic rifles with suppressors and optics, customized pistols, and "NFA Items" that would result in felony charges for unauthorized possession.
AG Nessel and SOS Benson hid the report from the public and clerks responsible for ensuring fair elections. MI Representatives Rachelle Smit (R) and Jay DeBoyer (R) have asked FBI Director Christopher Wray for answers regarding the 2020 GBI Strategies investigation. They emphasized the firm's negligent firearm maintenance, illegal weapons possession, and criminal conspiracy to commit election fraud.
Despite the extensive police reports, the FBI has not provided any updates on the investigation, which began over three years ago. Smit and DeBoyer are looking forward to a response from Wray and hope to get answers about the investigation's status and potential prosecutions.
