Open Primaries Would Keep Government Open

This challenges the ability of lawmakers to act in the public interest as they fear losing their primary races more than they fear the consequences of shutdowns.

• In 2024, 92% of House races and 83% of Senate races will likely be decided in party primaries, which often see participation of less than 10% of eligible voters.

• Registered independents are largely excluded from voting in party primaries, diminishing their electoral power and voices.

• Politicians often take positions that benefit their chances in party primaries, leading to inaction even when a majority of Americans favor compromise.

• The “Primary Problem” highlights how a small, unrepresentative group of voters effectively determines the outcome of elections, resulting in increased polarization.

• A solution to this issue includes implementing open, all-candidate primaries, where every voter can participate regardless of party affiliation, allowing broader representation.
